DESCRIPTION


The issuing agency in Ohio is seeking professional consulting services to develop a comprehensive Human Resources Strategic Plan with a three- to five-year planning horizon. The selected vendor will conduct a project kick-off meeting to confirm objectives, scope, constraints, and success measures, and will prepare a detailed project plan covering work activities, timelines, milestones, and stakeholder engagement strategies.

The work includes evaluating the current HR operating model, including centralized and non-centralized service delivery structures; assessing organizational alignment, reporting relationships, leadership roles, and span of control; and identifying strengths, risks, challenges, and gaps related to standardization, oversight, service consistency, and capacity. The consultant is expected to gather input through interviews, focus groups, facilitated discussions, and/or surveys, then synthesize that input into findings and analysis.

The consultant will analyze leadership span of control and organizational structure using public-sector HR best practices and comparable models, and will develop multiple viable future-state HR operating model options. Deliverables include a written Human Resources Strategic Plan and roadmap featuring an updated HR mission and guiding principles, a summary of current-state analysis, an evaluation of future-state options, a recommended preferred operating model, and conceptual organizational and leadership models. The contract term is one year, and questions are due by May 12, 2026.
