DESCRIPTION

The City of Hillsboro is seeking qualified consulting firms to provide comprehensive grant management and compliance services for its Water Department and other City departments. The scope of work includes grant identification, application development, award administration, procurement compliance, reporting, reimbursement, and audit support. The contract term is an initial three-year period with the option to renew for up to two additional one-year terms, for a maximum potential term of five years.

KEY REQUIREMENTS

Must have a minimum of five years of experience providing grant management and compliance services for public-sector clients with federal infrastructure construction grants
Must have experience providing grant management and compliance services on at least one federal construction grant that has been closed out with a grant amount exceeding $5,000,000
Must have experience administering Davis-Bacon Act, American Iron and Steel (AIS), Buy America, Build America (BABA), and NEPA compliance requirements
Must have experience supporting grant reimbursement request preparation and grant financial reporting
Must maintain insurance as required by the contract terms and conditions
Must retain necessary licensure and/or certification to perform the discipline(s) contracted
