DESCRIPTION

Beaufort County has been awarded $950,000 in CDBG-NR funds to reconstruct eligible owner-occupied single-family housing units. The selected firm will provide professional services including grant administration, preparation of work write-ups and bid documents, procurement assistance for construction contractors, and construction monitoring. The project involves four primary units and two alternates, with a grant period extending through June 28, 2029.

KEY REQUIREMENTS

Firm must have experience administering more than one CDBG project
Assigned project manager must have experience administering more than one CDBG project
Must have successfully completed at least two housing rehabilitation or reconstruction projects funded by CDBG, CDBG-DR, HOME, or an equivalent federal or state housing program
Must have knowledge of 2 CFR Part 200, 24 CFR Part 58, Section 3 (24 CFR Part 75), and North Carolina Department of Commerce CDBG procedures
Must have adequate staffing and capacity to meet the Section 30 schedule
Must not be debarred, suspended, or excluded under SAM.gov or the North Carolina debarred-vendors list
Must provide proof of Workers' Compensation insurance
Must provide proof of Commercial General Liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate)
Must provide proof of Automobile Liability insurance ($1,000,000 combined single limit)
Must provide proof of Professional Liability (Errors and Omissions) insurance ($1,000,000 per claim)
