The State of Missouri is seeking a vendor to design, develop, and implement a high-accuracy GPS mapping system to support municipal waste collection operations. The project requires the creation of a mobile mapping platform equipped with advanced GPS/GNSS sensors and an optical camera-based detection system for precise mapping of municipal alley waste bins. In addition, the platform should utilize high-resolution LiDAR technology to generate three-dimensional maps of alleyways, including details of road conditions and permanent obstacles such as poles, trees, and vegetation. This will enhance spatial modeling, assess alley accessibility, and optimize waste collection routes.

All collected data must be integrated and managed within an Enterprise Geographic Information System (GIS) operated by the city. The selected vendor will also be responsible for designing and implementing a geospatial data dashboard. This dashboard should synthesize GPS telemetry from waste collection vehicles, route geographies, and bin inventory locations, and automate route optimization with dynamically updated turn-by-turn navigation and collection sequencing based on real-time mapping data.
