General Construction Services for Elevator Modernization at the Thurgood Marshall U.S. Courthouse

The U.S. General Services Administration, Public Buildings Service, intends to solicit a highly qualified general contractor to provide construction services for elevator modernization at the Thurgood Marshall U.S. Courthouse, located at 40 Foley Square in New York, New York. The project scope includes modernization of seventeen elevators and upgrades to mechanical, electrical, and fire protection equipment within the elevator machine rooms.

Because the courthouse will remain fully operational during construction, the work must be carefully phased to minimize disruption to government operations. Disruptive activities, particularly work within elevator shaftways, are expected to occur after business hours. The selected contractor will be required to comply with government access and security requirements and complete the project in accordance with the issued construction drawings, specifications, Public Buildings Service Interim Core Building Standards, and the U.S. Courts Design Guide.

The procurement is anticipated as a firm-fixed-price contract with a lump sum base item and option line items. The estimated project magnitude is between $20,000,000 and $40,000,000, with an approximate period of performance of 50 months following notice to proceed. The opportunity is expected to be competed using best value tradeoff procedures under applicable federal acquisition regulations, and contractors must maintain active SAM registration and meet bonding and security clearance requirements.
