The selected vendor will develop and validate a practical, prioritized, and country-applicable Nationally Determined Contributions (NDC) Financing Strategy for Armenia. The assignment is intended to translate the NDC 3.0 Implementation Plan into an operational financing framework by identifying feasible financial mechanisms, instruments, and mobilization pathways to support implementation.
The work includes reviewing relevant background documents and conducting an analytical assessment of financing needs arising from the NDC 3.0 Implementation Plan, as well as existing and potential sources of finance. The contractor will develop an analytical framework and methodology for the strategy, categorize measures by sector and financing profile, map domestic and international public and private financing sources, and analyze financing gaps, barriers, and constraints affecting implementation.
The engagement also requires assessment of policy, regulatory, fiscal, and institutional constraints related to mobilizing and deploying finance for NDC implementation. This includes evaluating revenue-side policy instruments, fiscal incentives and disincentives, and fiscal risk management considerations such as contingent liabilities, public-private partnership exposure, and public-sector affordability.
Based on this analysis, the vendor will identify a sequenced reform and financing logic, develop financing solutions and reform recommendations, and prepare, consult on, and finalize the NDC Financing Strategy for Armenia.
