A California agency is seeking an experienced consultant or consulting team to provide high-level strategic advice on federal transportation programs and funding opportunities. The consultant will serve as a subject matter expert on federal transportation development, regulatory, and funding processes, offering guidance to ensure the agency's top initiatives are delivered efficiently and cost-effectively.
The scope of services includes delivering strategic consultation on a broad range of federal transportation programs administered by the Federal Transit Administration (FTA), Federal Highway Administration (FHWA), and Federal Railroad Administration (FRA), as well as the Build America Bureau’s credit assistance programs. This encompasses, but is not limited to, advisory services on FTA’s Capital Investment Grants (CIG) Program, FRA’s Corridor Identification and Development Program, the Federal–State Partnership for Intercity Passenger Rail Program, TIFIA loans, and RRIF programs. Additionally, the consultant will provide strategic advice for transportation modes funded by the agency’s Measure M half–cent sales tax and will support representation and logistics for activities with the American Public Transportation Association, including legislative meetings and conferences as directed.
The selected consultant will be required to develop and submit a monthly progress report detailing work performed, activities conducted, challenges encountered, accomplishments, and completed deliverables. The contract period will last for one year.
