A government authority in Texas is seeking a contractor to provide facility condition assessment services for agency-owned building systems. The scope includes ongoing lifecycle cost analysis covering current capital investment, current operating costs, future capital replacement costs, and risk analysis.
The selected contractor is expected to be familiar with International Facility Management Association (IFMA) classifications and building system types. Facility condition assessments are to be performed in conjunction with a retro-commissioning audit to evaluate and optimize the performance of existing building systems for efficiency, including projected energy savings following recommended system and component replacements.
The work also includes evaluating the condition and estimating the remaining service life of building systems to support renewal forecasting. Systems to be assessed include roof systems, wall systems, window systems, exterior door systems, insulation, and exterior waterproofing. Additional deliverables include corrective action recommendations and costing, deficiency prioritization, review and calculation of Current Replacement Value (CRV), and development of the Facility Condition Index (FCI).
A pre-bid meeting was held on April 24, 2026, and all questions were submitted by April 28, 2026.
