A government authority in Virginia is seeking an independent vendor to provide external evaluation services throughout an anticipated four-year project period. The selected provider will support implementation, performance measurement, continuous quality improvement, federal reporting, and objective assessment of processes, implementation fidelity, and outcomes.

The evaluation scope includes developing and maintaining a four-year evaluation and performance-measurement plan; creating a logic model or theory of change; defining evaluation questions, indicators, data sources, collection schedules, analytic methods, benchmarks, and responsibilities; and evaluating provider training, outreach, referrals, evidence-based screening and assessment, stepped care, youth and family participation, crisis planning, and coordination with community services. The provider will also monitor reach, timeliness, access, engagement, retention, service intensity, transitions, and completion across the screening-to-service pathway.

The vendor will establish compliant workflows for client-level SPARS data collection and submission at required intervals, including intake, six months post-intake, twelve months post-intake, annual follow-up for active clients, and administrative closeout. Responsibilities include developing data dictionaries, secure data-management procedures, quality-control checks, missing-data protocols, reconciliation processes, and audit-ready documentation. Mixed-methods research will include surveys, interviews, and focus groups with youth and young adults, families, program staff, referral partners, and other stakeholders using accessible, trauma-informed, ethical, and confidential methods.

The provider will produce dashboards and concise analyses, compare performance against grant goals and benchmarks, facilitate periodic data-review and CQI discussions, and document recommendations, decisions, tests of change, and results. Questions must be submitted by September 8, 2026.
