Explosive Detection Canine Screening Services (Closed)

A New York government authority seeks a contractor to provide 24/7 explosive detection canine screening services for people, vehicles, equipment, and parcels. The contract requires continuous coverage with dedicated canine-handler teams and supporting operational procedures.

Must have at least 3 years of continuous experience in management and operation of vehicle and cargo explosive detection canine services
Must have provided services to commercial or industrial accounts under contract
Must have a minimum of $1,300,000.00 annual gross income in the last fiscal or calendar year
Must be certified or designated by the Department of Homeland Security (DHS) SAFETY Act Office
Must submit a completed Background Qualification Questionnaire (BQQ)
Must provide documentation of legal status if a joint venture
Must maintain a satisfactory Federal Motor Carrier Safety Administration (FMCSA) safety record and vehicle maintenance program

A government authority in New York is seeking a vendor to provide explosive detection canine screening services on a continuous basis, 24 hours per day, seven days per week, including weekends and holidays. The selected contractor will conduct screening operations for vehicles, people, equipment, and parcels entering the agency campus and below-grade spaces.

The scope includes staffing one canine-and-handler team for each of three daily shifts to maintain round-the-clock coverage. The agency may also require up to two additional canine-and-handler teams on overlapping shifts to supplement operations based on operational needs.

The contractor will also be expected to deliver standard operating procedure plans that outline operational post orders and the communication chain for personnel within 24 hours of a manager request. Questions related to the solicitation must be submitted no later than July 13, 2026.
