Vendor needs to provide enterprise risk management framework consulting services. The consultant will work collaboratively with agency’s Head, Contracts, Procurement & Risk Management and agency’s Associate Vice–President, Finance, Audit & Risk, and CFO to:– Design an ERM framework tailored to agency’s structure, strategic objectives, operating environment, and risk profile that can be sustainably embedded into agency’s existing governance and management practices. – Establish a risk governance model that clearly articulates roles, responsibilities, authorities, and escalation pathways for risk management across operational, executive and board oversight levels. – Facilitate a structured and repeatable process to identify, analyze, and evaluate risks across agency’s business units using recognized criteria and methodologies, and to support the prioritization of risks based on likelihood, impact, and alignment with agency’s risk appetite and tolerances. – Support the development and implementation of risk treatment approaches, monitoring mechanisms and reporting structures that enable informed decision-making, timely escalation, and ongoing oversight of key risks as appropriate management and governance levels. – Develop and support the implementation of risk management policies, procedures, tools, templates, and reporting mechanisms that apply the risk management framework and ensure consistency, transparency, and repeatability across agency. – Transfer knowledge and build internal capacity to enable agency to sustain, operate, and continuously improve the ERM framework beyond the engagement.
