An Ontario agency is seeking consulting services to design and implement an Enterprise Risk Management (ERM) framework tailored to its organizational structure, strategic objectives, operating environment, and risk profile. The selected consultant will work closely with key leadership, including the Head of Contracts, Procurement & Risk Management, and the Associate Vice-President, Finance, Audit & Risk, and CFO.
The scope includes developing an ERM framework that can be sustainably embedded within existing governance and management practices, establishing a risk governance model with clear delineation of roles, responsibilities, authorities, and escalation pathways across operational, executive, and board levels. The consultant will facilitate a repeatable process to identify, analyze, and evaluate risks using recognized methodologies, supporting the prioritization of risks according to likelihood, impact, and alignment with the agency’s risk appetite.
Additionally, services will involve supporting the development and implementation of risk treatment approaches, monitoring mechanisms, and reporting structures to enable informed decision-making and timely escalation. The consultant will also be responsible for creating risk management policies, procedures, tools, templates, and reporting mechanisms that ensure consistency and transparency. A key objective is the transfer of knowledge and building of internal capacity so the agency can independently sustain and continuously improve the ERM framework after the engagement.
