The City is seeking a secure, enterprise-grade SaaS generative AI chatbot platform designed for citywide deployment. This solution must be built on pretrained transformer technology and support robust integration with the City's existing IT systems and applications. The platform should exclude or offer administrative controls to disable Autonomous Agentic Assistant features, while enabling the development or use of Tool-Augmented Assistants.

Key requirements include no-code capabilities for the development of both Prompt-Tuned and Fine-Tuned Assistants using City data. The selected platform should also offer a preconfigured assistant with a user-friendly interface accommodating both technical and non-technical users. Internal enterprise collaboration is essential, with the solution supporting features such as shared prompts, customizable assistants, and workflow templates accessible at the individual, team, or organization-wide level.

The initial contract for this solution will be for a period of two years. An optional pre-bid meeting is scheduled for November 3, 2025, and all inquiries regarding this opportunity must be submitted by November 14, 2025.
