The Massachusetts trial court seeks a vendor to develop an enterprise data governance strategy and implementation plan. The engagement will establish a sustainable governance structure for defining, managing, and reviewing data elements; maintaining data quality and security; and communicating requirements to court leaders and data-entry staff.

The selected vendor will document the trial court’s data management systems in a reliable, maintainable format, including data elements and codes, tables, validations, and incoming and outgoing data feeds. The work will also include developing or improving policies and procedures for data entry, validation, updating, storage, access, use, sharing, code management, and monitoring of data architecture and quality.

The vendor will create training and development resources to help court staff comply with data security, data entry, and data quality requirements. The contract period will be one year. A pre-bid meeting is scheduled for September 17, 2026, and questions must be submitted by September 23, 2026.
