Enterprise Construction Management Support Multiple Award Contract

The Naval Facilities Engineering Systems Command (NAVFAC) Enterprise is seeking qualified contractors for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract to provide enterprise-wide construction management support services. The successful contractors will deliver a range of professional and technical services to support major construction, restoration, and modernization projects, ensuring completion within budget, on schedule, and to high safety and quality standards. Key program areas include initiatives such as the Shipyard Infrastructure Optimization Program (SIOP), Golden Dome for America, and the Pacific Deterrence Initiative (PDI), featuring projects valued from $10 million to $10 billion.

The scope of work defined by the Performance Work Statement (PWS) encompasses construction site visits and inspections, construction administration and access coordination, quality assurance, safety program audits, stakeholder communication and coordination, RFI and submittal review, schedule analysis, cost engineering and change management, management of performance guarantees, commissioning and acceptance, program management, contract administration services, utility outage coordination, and risk analysis.

This contract is anticipated to have a 12-month base period with up to four additional 12-month option periods and a six-month extension, for a potential maximum duration of 66 months. Offerors must document at least $200 million in annual work-in-place within the past seven years and experience managing multiple major construction management task orders as the prime contractor. Selection will consider past performance, experience, safety, small business utilization, and management/technical approach. The government may award to multiple qualified contractors, who will then compete for task orders throughout the period of performance.
