The agency seeks a vendor to provide an enterprise asset management excellence, assessment, and future readiness review system. The assessment will evaluate common enterprise asset management system elements, along with distribution-specific and transmission-specific asset management practices.

The review is expected to provide an evidence-based assessment identifying strengths, gaps, risks, and improvement opportunities across governance, strategy, planning, decision-making, lifecycle delivery, information and knowledge management, performance evaluation, continual improvement, and future readiness. Asset management maturity should be assessed using a recognized maturity or capability model mapped to ISO 55000/55001 and GFMAM and IAM terminology.

The scope includes evaluating leadership, governance, accountabilities, management review and assurance mechanisms; asset management decision-making, including decision criteria, value frameworks, lifecycle cost, and asset-related risk; lifecycle management and planning across enterprise, distribution, and transmission operations; data, information, and knowledge management; and risk and opportunity management, including corporate risk alignment, climate considerations, resilience, and contingency planning.
