DESCRIPTION

The issuing organization is seeking information from vendors capable of providing enterprise artificial intelligence, data, and technology strategy enhancement and design services across three functional areas: artificial intelligence, data, and technology strategy and architecture. The work is intended to support mission enablement and the development of an enterprise agentic software factory operating model for AI-enabled delivery.

Services will include sustaining the AI platform and STELLA application portfolio; operating within the existing environment using common DevSecOps and observability tools such as CI/CD pipelines, centralized logging, and monitoring; and designing, developing, and deploying iterative enhancements to the STELLA Platform, emerging Agentic Software Factory capabilities, STELLA Chat, and existing data and AI architectures. The vendor will also support optimization of platform and cloud configurations and the design and operation of assurance boundaries for the agentic software factory.

The work will align with zero trust identity principles and secure software development practices. Additional responsibilities include AI evaluation, adversarial testing, misuse analysis, and support for the development, implementation, and continuous improvement of enterprise AI governance and risk management processes. The vendor will coordinate multidisciplinary AI governance activities, including policy and guidance development, findings and remediation tracking, and preparation of briefing and decision materials for organizational leadership.
