DESCRIPTION


The government authority in Jersey, New Jersey is seeking an energy agent and procurement consultant to support publicly owned electricity and gas accounts operated by the agency. The selected consultant will provide advisory and execution support for the purchase of energy generation services, along with assistance related to retrofits, incentives, utility tariff and invoice review, and other energy-related projects across agency facilities.

The consultant is expected to demonstrate specialized knowledge of energy markets and procurement strategy, including the ability to assess pricing risk, evaluate market conditions, and factor in usage patterns and weather impacts when developing recommendations. Scope of work includes advising on when and how to solicit bids, supporting online reverse auctions and other procurement methods, preparing bid documents, compiling historical and projected electric and natural gas usage data, and analyzing bid responses with recommendations for award or rejection.

Additional responsibilities include providing guidance on statutory and regulatory developments, tariff optimization, ongoing contract review, and post-contract administration.
