Employees and Retirees Vision Coverage Services

A government authority in Frederick, Maryland is seeking a vendor to provide vision coverage services for employees and retirees. The selected provider is expected to maintain or improve current benefit levels and network access while offering competitive rates, administrative costs, discounts, access fees, service quality, and customer support.

The scope includes claims administration and reporting with auditable processes and procedures, as well as strong support for County benefits staff. The vendor will be responsible for providing plan documents, plan booklets, benefit summaries, identification cards, benefit change materials, and other required member communications. Required reporting includes financial, utilization, monthly, and ad hoc account-based reports, with annual planning and utilization meetings. Reports should include claim details by provider, provider type, charge amount, approved amount, patient responsibility, amount paid to the provider, and amount charged to the plan.

The provider should also deliver annual customer satisfaction surveys and offer simplified participant communications through a user-friendly website and mobile applications. A virtual pre-proposal conference will be held on May 13, 2026, and questions must be submitted by May 22, 2026.
