The selected consultant will provide emergency response exercise consulting services to a government authority in Saskatchewan, focusing on natural gas transmission pipelines regulated by the Canada Energy Regulator. The scope of work includes the planning, management, and delivery of functional and full-scale emergency response exercises, to be conducted annually from 2026 through 2028. These exercises are designed to test responses to natural gas pipeline interruptions, establish effective incident command, and manage the flow of natural gas in emergency situations.
The consultant will be responsible for all aspects of project management, exercise design, and execution, as well as associated training. Proposals must come from firms able to self-perform the work, with a minimum of five years’ relevant experience—at least some of which should be within the past five years—conducting similar exercises. The contract awardee may not be currently involved in a legal dispute with the agency. The initial contract duration is set for one year.
