Emergency Management Platform

The procuring organization seeks a vendor to provide, install, configure, integrate, test, and commission a redundant emergency management platform. The solution is expected to include computer servers, workstations, software licenses, integration modules, programming, power infrastructure, technical services, and graphical user interface development. The platform must support atomic failover from a primary server to a backup server, with a witness server configured for automatic failover without data loss.

The contractor will install and initially integrate the platform, including servers, network connections, and one emergency management platform workstation. The servers and client computers must automatically recover from unexpected power failures, network failures, or combinations of both. Required capabilities include remote deactivation of individual fire alarm devices or service groups, as well as alarm notifications by email and/or text message with customizable extended messages.

Deliverables include system architecture diagrams, software configurations, databases, source code or configuration files, graphical user interface files, programming logic, interface control documents, API and SDK documentation, network configurations, test plans and results, commissioning records, training materials, operations and maintenance manuals, licenses, warranties, and other materials required to operate, maintain, modify, or expand the system. A pre-proposal conference is scheduled for September 10, 2026, and questions are due by September 21, 2026.
