The government authority in Larimar, Colorado seeks qualified vendors to co-develop and implement an enterprise Emergency Management and Business Continuity Program in collaboration with Platte River staff. The project involves establishing a strong co-development approach and implementing a comprehensive change management plan tailored to the agency’s needs.
The scope includes creating an enterprise business continuity plan framework, along with department-level playbooks and procedures. The selected vendor will author a practical incident management plan with clear activation criteria, defined roles, and decision aids. A thorough business impact analysis and targeted risk assessment will inform planning priorities, and the contract includes developing governance models, maintenance schedules, and robust training and awareness programs.
Additional responsibilities include engaging a steering committee to confirm project scope and stakeholders, identifying critical business functions and interdependencies, and assessing risks such as supply chain disruptions, facility constraints, and workforce continuity needs. Deliverables will feature department playbooks, checklists, incident management protocols, crisis communication strategies for various stakeholders, workforce continuity planning, and supply chain risk mitigation strategies. The contract is set for a one-year period, and vendors must submit questions by June 15, 2026.
