DESCRIPTION

The procuring agency seeks a partner to design, configure, implement, integrate, and support a modernized Electronic Permitting System. The new platform is intended to provide comprehensive end-to-end capabilities for permit creation, intake, processing, review, approval, issuance, inspection tracking, compliance monitoring, and records retention across all permitting activities. It will replace or enhance an internally developed web-based application currently used by both internal staff and external applicants.

The system must support online account creation, permit application submission, document uploads, and payment through an externally managed payment portal. The solicitation emphasizes the need for a scalable enterprise solution that goes beyond basic process digitization and delivers a sustainable, data-driven platform with strong governance.
