(1) Vendor needs to provide electrical utility SCADA and outage management system. OMS solution shall support real-time outage event acquisition from SCADA telemetry including breaker operations, recloser lockouts, and relay activity. The system shall automatically generate predictive outage locations utilizing feeder topology derived from the ArcGIS Utility Network and metering system events such as AMI/AMR last-gasp notifications. The OMS shall interface with ESRI’s ArcGIS utility network and shall retrieve updated circuit models, device attributes, and system connectivity information at a regular interval designated by utilities. The system shall perform topology-driven outage tracing and ensure that GIS network changes are accurately reflected in OMS operations. (2) All questions must be submitted no later than January 9, 2026.
