The State of Minnesota is seeking a vendor to develop and maintain a dynamic and continuously updated aviation economic impact plan. This plan will quantify the direct, indirect, and induced economic impacts of public-use airports within the state, establishing a comprehensive foundation for informed aviation policy and investment decisions.

The project involves creating a methodological framework for evaluating economic impacts, with a focus on transparency and simplicity in reporting findings. The selected vendor will be expected to implement a robust, ongoing data collection strategy that captures direct economic impact data from airports and to propose technical solutions for enhancing data collection capabilities. Annual modeling will be conducted to estimate indirect and induced impacts, using established analytical tools.

A web-based dashboard will be developed to visually communicate key insights, enabling users to explore historical trends, analyze impact categories, review individual airport data, and perform scenario testing. The final publication will prioritize clarity and accessibility for a diverse audience, including policymakers, industry partners, and the public.

The scope of work also includes robust stakeholder engagement, with the formation and management of an advisory committee and the execution of annual public engagement activities. The vendor will design and implement a proactive communications strategy to disseminate findings, build community awareness, and foster participation in airport and economic development. The contract period for these services will be four years.
