The selected vendor is responsible for end-to-end delivery, including system implementation, equipment procurement, configuration, installation, integration with related systems, documentation, testing, hosting, staff training, and ongoing maintenance and support. The proposed solution should replace the current system without any loss or degradation of existing capabilities, while leveraging advanced technology to increase the efficiency and security of DL/ID card production and transactions.

Security is a primary focus; the new system must provide Rhode Island residents with highly secure identity documents resistant to fraud, utilizing biometric verification and the latest industry standards in card manufacturing and features. All vendor questions regarding this opportunity must be submitted by February 18, 2026.
