Direct Digital Controllers for HVAC Systems and EMCS Integration

The Naval Facilities Engineering Systems Command, Mid-Atlantic is conducting market research on Facility Related Control Systems (FRCS) for building heating, ventilating, and air conditioning (HVAC) applications. The focus is on sourcing Direct Digital Controllers capable of controlling HVAC systems and designed to be operated using leading software platforms such as Automated Logic Corporation (WebCTRL® and EIKON®), Johnson Controls International (Metasys® and Facility Explorer), or Trane (Tracer Ensemble). Required capabilities include configuration, programming, and the ability to connect to existing Energy Management Control Systems (EMCS) located at government installations, such as Philadelphia Navy Yard, Naval Support Activity – Philadelphia, and Naval Support Activity – Mechanicsburg.

All controllers and associated systems must be installed by manufacturer-authorized, trained, or certified entities, and must be able to achieve and uphold Authority to Operate (ATO) certifications in compliance with relevant Department of Defense instructions. The initiative anticipates supporting several government construction projects through Fiscal Years 2026–2031, with possible brand-specific specifications under Class Justification and Approvals processes.
