DESCRIPTION

The procuring organization is seeking consulting services to complete a strategic assessment of the defence sector and develop a foreign direct investment strategy for the Sarnia-Lambton area in Ontario. The work includes evaluating existing industrial capabilities, advanced manufacturing, fabrication and machining capacity, chemical and materials expertise, and transportation and logistics infrastructure such as marine, rail, highway, and airport assets. The assessment is also expected to examine industrial lands and development opportunities, workforce characteristics and labour availability, postsecondary institutions, research capacity, innovation assets, and existing businesses with potential defence supply chain capabilities.

The engagement also requires analysis of global and Canadian demand for priority defence-related industries, along with identification of gaps and barriers affecting investment attraction. Based on this research, the selected consultant is expected to develop a practical, evidence-based strategy that includes a vision and strategic objectives, priority defence sub-sectors, target geographic markets, strategic positioning for Sarnia-Lambton, recommended domestic and foreign investment attraction initiatives, partnership opportunities, a three-year implementation roadmap, and a prioritized action plan with timelines, responsibilities, and recommended performance measures.
