The issuing agency in South Dakota is seeking a vendor to provide a data visualization and analysis platform that enables access to health data and supports data-driven decision-making. The platform will serve as a point for disseminating measures and is expected to deliver a fully self-service, no-code experience for end users. It must operate under a state-determined and state-owned URL domain.
The platform must support real-time or near real-time validation and error feedback and be capable of ingesting data from a wide range of sources. These include flat files such as CSV, Excel, fixed-width, and delimited files; modern data lake formats such as Parquet and other columnar storage formats; relational databases and database extracts; APIs and web services; secure file transfer or secure upload mechanisms; and streaming, real-time, or event-based data sources where applicable.
The solution must also allow administrators to upload data that is restricted to specified users or groups. Required visualization capabilities include geospatial maps covering city, county, region, state, and Tribal-trust lands, as well as common chart formats such as bar charts, line charts, pie charts, and histograms. An optional capability is support for advanced analytics, including predictive modeling, generative AI, machine learning, anomaly detection, classification, or clustering, where appropriate to the use case.
