A government authority in Topeka, Kansas, is seeking a vendor to provide a comprehensive, turn-key driver's license and identification credential issuance system and service. The project requires integration and deployment of a central production system for both driver’s licenses (DL) and identification (ID) cards. The scope includes supplying all necessary hardware and software, as well as essential supplies, personnel, and services to support the issuance and renewal of credentials, with seamless communication to existing interface systems.
The selected solution must include complete equipment for credential workstations, such as computers, signature pads, backdrops, monitors, barcode scanners, card printers, cables, and uninterrupted power supplies, ensuring full operational capability. The software must support features including document text data insertion for external system validation or optical character recognition (OCR) for data extraction. Automation should be emphasized, with systems designed for tamper resistance and hot-swappability in case of hardware failure. The solution should also enable image and signature capture, breeder document scanning and selection, as well as image upload, retrieval, and display, all accessible via web application program interface (API).
Vendors will be responsible for ongoing service, maintenance, staffing, and technical support for the DL/ID solution. The initial contract period is five years.
