(1) Vendor needs to provide consulting services for public library equity assessment and community engagement. 1. Plan system–wide Equity Assessment: – Develop CPL Equity Assessment strategy and roadmap; draw from overarching questions, key areas for analysis, and design information within this specification; develop familiarity and align to the 2020–2024 Strategic Plan (Exhibit 11); collate other recent and ongoing City of Chicago and local community–based organization equity planning processes and deliverables; draw insights and synergize to inform CPL Equity Assessment strategy. – Develop tools per Assessment strategy and roadmap to be implemented by CPL and that CPL can share with other administrators and practitioners in the field of public librarianship, potentially including but not limited to: interview guides, focus group guides, surveys, data models. 2. Facilitate implementation of Assessment strategy and roadmap: – Develop step–by–step job aids for CPL to implement Assessment strategy, roadmap, and tools. 3. Evaluate, assess, and create findings and recommendations for CPL review, consideration and approval: – Manage raw Assessment data; provide raw data to CPL where possible; support analysis of data from CPL staff across all 81 locations; produce summary of Equity Assessment findings, incorporating accompanying community engagement findings as appropriate.
