Construction Services for GSA Headquarters Modernization Project

The U.S. General Services Administration (GSA) Public Buildings Service is seeking qualified contractors to provide construction services for the comprehensive modernization of the GSA Headquarters Building at 1800 F Street, NW, Washington, DC. This historic building, listed on the National Register of Historic Places, is set to undergo significant upgrades to transform it from a series of incremental renovations into a long-term, adaptable federal asset.

The primary objectives include completing the modernization investment, enhancing building performance, and preparing the space for future workforce and multiple tenants. The project encompasses core and shell, interior, and exterior work, with different stages of design completion targeted by October 2026. Contracts will be managed in phases, utilizing both firm-fixed-price and Guaranteed Maximum Price (GMP) structures, with advisory management and construction management services required during planning, design, and construction.

The approach involves a two-phase procurement process: a request for qualifications followed by a request for pricing, with award based on best value to the government. The estimated construction magnitude is between $275 million and $325 million, and the expected duration is 18 to 24 months, with substantial completion no later than Fall 2028. All deliverables must comply with GSA PBS Core Building Standards and Building Information Modeling (BIM) protocols. Interested firms must submit a written Letter of Interest and Capability Statement, and all necessary business and registration information for consideration.
