Construction of Power Generation Microgrid at Joint Base McGuire-Dix-Lakehurst

The U.S. Army Corps of Engineers, New York District, is conducting market research for the construction of a power generation facility with a microgrid at Joint Base McGuire-Dix-Lakehurst in New Hanover, New Jersey. The scope includes building a new 400 KW photovoltaic array (PV), a 1.5 MW battery energy storage system (BESS), a microgrid control system, two 500 kW natural gas generators, and the necessary electrical infrastructure to connect these systems to existing facilities. This infrastructure will enable redundancy in the electrical distribution and black start capabilities to sustain critical facilities under diverse power conditions.

The project encompasses all required utilities, communications, fire suppression systems, site improvements, and associated support facilities, ensuring compatibility with Department of Defense and Air Force standards. Local materials and construction techniques are to be used where cost-effective, and the facility must be constructed as a permanent installation in line with the Unified Facilities Criteria. Compliance with antiterrorism and force protection requirements is mandatory. The estimated project value is between $5–$15 million, with a contract duration of 730 calendar days. Interested contractors are asked to submit information on prior relevant construction projects completed in the past seven years.
