DESCRIPTION

Boulder County is hiring a consultant to develop a construction and deconstruction (C&D) waste ordinance for adoption by the county and its cohort member municipalities: Erie, Lafayette, and Longmont. Project activities include ordinance research, interviews with peer communities, end market review, and stakeholder engagement. The consultant may also assist with policy implementation, staff training, data tracking, and creating bilingual educational resources. The project must be completed by the end of October 2028.

KEY REQUIREMENTS

  • Must comply with EPA General Terms and Conditions, 2 CFR 200, 2 CFR 1500, 40 CFR 33, and Clean Air Act Sec 137
  • Must maintain Commercial General Liability insurance with $1,000,000 per occurrence and $2,000,000 aggregate limits
  • Must maintain Workers' Compensation insurance at statutory limits
  • Must maintain Professional Liability (Errors and Omissions) insurance with $1,000,000 per loss and aggregate limits
  • Must disclose use of artificial intelligence tools in deliverables
  • Must ensure all deliverables are reviewed and verified by qualified personnel
