Seeking an integrated public safety technology platform in Washington that combines cameras, ALPR, evidence and records management systems, implementation services, and post-deployment support. The solution must be secure, interoperable, and capable of future integration with a Real-Time Information Center.

DESCRIPTION


The issuing agency is seeking a vendor to provide a comprehensive, secure, reliable, and fully integrated public safety technology ecosystem intended to improve officer and public safety, accountability, transparency, training, and investigative effectiveness. The requested solution includes body-worn cameras, in-car video systems, interview room cameras, fixed-location cameras, and automated license plate reader (ALPR) systems to capture high-quality video and data across field operations, investigations, and public spaces.

The scope also includes associated software platforms, specifically a Digital Evidence Management System (DEMS), Physical Evidence Management System (EMS), Records Management System (RMS), and Internal Affairs Records Management System. These systems must support integration with a future Real-Time Information Center (RTIC), enabling personnel to access live and recorded video, vehicle data, and emergency communications for patrol operations, investigations, and critical incident response.

Additional requirements include data migration, data export and retention capabilities, data ownership and sharing provisions, hardware installation, and ongoing technical support after implementation. Questions are due no later than June 5, 2026.
