This RFP seeks a vendor to provide community outreach and conceptual park design services. The selected vendor will coordinate and facilitate outreach to community stakeholders to gather input on park amenities and programming, ensuring outreach is accessible through multiple reliable methods and offered in various languages, including Spanish, French Creole, and Mandarin. Engagements should include in-person discussions and charettes conducted at local community venues such as libraries and volunteer firehouses.

The conceptual plan must address issues such as brownfield soils remediation, and consider the site's historic, cultural, and scenic features, as well as its proximity to commercial corridors and residential areas. The plan should offer recommendations for programming in both the park and associated parking lot areas, aiming to create a vibrant neighborhood hub and a regional attraction that stimulates economic development and new opportunities for the city. The contract period for these services will be one year.
