This Commercial Solutions Opening (CSO) aims to rapidly field tailored software solutions by awarding a range of contracts and agreements—including those under Other Transaction Authority (OTA) and traditional FAR-based procurement—to both traditional and non-traditional defense contractors.

The multi-phased competitive process spans 2024 and 2025, emphasizing the delivery of software prototypes, concept demonstrations, pilots, and agile development activities that improve upon commercial technologies or government-owned solutions for defense application. Technology Areas of Interest (AOIs) will be posted intermittently for focused problem sets related to software-intensive capabilities, such as software lifecycle management tools, automation for data ingestion, machine learning operations, and software process improvement.
