The General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services (AAS) Defense Capability Accelerator (CapX) plans to utilize Commercial Solutions Opening (CSO) procedures throughout Fiscal Year 2026 to procure innovative commercial products and services for interagency partners including the Department of War, Military Departments, Combatant Commands, and 4th Estate entities. The CSO program operates under authorities established in the National Defense Authorization Act (NDAA) and offers a streamlined solicitation process, fast track vendor selection, simplified contract administration, and preference for vendors retaining core intellectual property. This approach is designed to encourage participation from both traditional and non-traditional contractors, including start-ups, by reducing the complexity of government procurement.
The notice outlines anticipated CSO topic areas, including integrated data, artificial intelligence, and automation ecosystems, aiming to support national security missions with advanced AI/ML, federated data engineering, automation technologies, agile application development, and enhanced data governance and compliance. Emphasis is on solutions that improve business process efficiency and platform operations across hybrid, federated, or regulated environments. Another key topic area is autonomous and uncrewed systems innovation, seeking commercial platforms and control architectures for uncrewed systems across maritime, aerial, ground, and space domains, including modular integration, mission autonomy, and resilience in contested environments.
