The state of Texas is seeking a qualified vendor to provide a fully cloud-hosted, browser-based Computer Assisted Mass Appraisal (CAMA) system. This system must support the appraisal of various property types, including real and personal, agricultural, oil and gas, mineral, utility, and electric properties. The proposed solution should include integrated features such as data conversion and migration, system implementation and configuration, comprehensive staff training, detailed documentation, and ongoing product support with regular maintenance updates.
Key functional requirements include the ability to promptly implement legislative compliance updates, track ownership changes and business relocations, link business personal property accounts to real property accounts, and apply depreciation schedules based on asset type and age. The system should offer route-based field inspection tools compatible with mobile and tablet devices, enabling field staff to add or update business records, capture photos, notes, GPS coordinates, and synchronize all field data with the central database in real time. Integration capabilities with GIS, tax billing, document management systems, and the inclusion of Costar and Crexi software are also required. The system should support shapefiles, geodatabases, feature classes, and web-based mapping, as well as provide web services (REST/SOAP) for real-time data exchange.
