The State of California is seeking a vendor to provide a secure, cloud-based mass messaging communication system. This platform will serve as a reliable SMS system for efficiently delivering general information, announcements, event reminders, and other essential communications to authorized users.
Key requirements include a scalable, cloud-based infrastructure with support for high-volume domestic SMS messaging and expansion potential for international messaging. The system must offer end-to-end encryption to protect both message content and client data, and feature a mobile-friendly web interface for managing messaging campaigns and monitoring delivery status. Functionality for one-way mass messaging, automated scheduled messaging, compliance-focused opt-in/opt-out management, and customizable message templates is also required.
Integration with Microsoft Outlook is a critical component, allowing users to send SMS messages directly from the Outlook interface and calendar events, as well as import contacts and distribution lists. The solution should enable automated SMS notifications linked to Outlook calendar reminders and appointments, and must undergo thorough testing and validation for security and reliability prior to launch. The vendor will be responsible for providing user training, documentation, and monthly performance and usage reports for one year.
