Cloud-Based Data Processing System Upgrades, Maintenance and Support Services

The county is seeking a vendor to provide upgrades, ongoing maintenance, and support for a cloud-based data processing system used for property and tax-related data management. The system must remain available daily from 6:00 a.m. to 11:59 p.m. and support real-time online updates of Mod-IV and CAMA data over broadband internet connections. Required functionality includes real-time tax list summary screens for current and prior years, parcel and assessment summaries by class, district summary screens, and automated integration of district data into equalization tables, abstracts of ratables, and tax rate calculation modules for online review and analysis.

The system must also maintain password-protected access controls so only authorized agency personnel can update designated data elements. In addition, the vendor must continue to support cloud-based digital image storage and display capabilities, including storage of up to 99 digital images per line item. The vendor will be fully responsible for maintaining all hardware and software necessary to operate the system.

Support services must be available by email and telephone from 9:00 a.m. to 5:00 p.m. Eastern Time, Monday through Friday. The vendor must also install the system and applicable software on any new computer, tablet, or device as needed at no additional cost. Professional services are required to help maintain compliance with county, state, and federal statutes and regulations, including data management, technical support, consulting, staff training, special report development, computer programming, and data processing. The contract term is three years.
