The State of Oregon is seeking a qualified vendor to provide comprehensive business advising services to small, for-profit businesses and aspiring entrepreneurs throughout the state. Services are to be delivered through confidential, individualized advising sessions that may take place in-person or virtually via Zoom.

The scope of services includes guidance on business formation and structure, business plan development, pre-venture feasibility analysis, startup support, operations and financial management—including bookkeeping, budgeting, tax planning, and cash flow management—as well as marketing and sales strategy development. Additional areas of expertise required include human resource management, access to capital and funding, product commercialization, intellectual property protection, implementing artificial intelligence in business operations, cybersecurity best practices, transition and succession planning, business resilience and recovery, and overall strategic planning and growth.
