The Commonwealth of Kentucky is seeking a software solution designed to facilitate the production and publication of budget books and financial reports. The desired platform should support the creation of documents such as the annual comprehensive financial report (ACFR), the popular annual financial report (PAFR), annual recommended and adopted budget books, as well as monthly financial bulletin reports. Vendors are requested to provide options for the configuration and implementation of these reports, including a breakdown of costs for implementing all or portions of the suite simultaneously, and to outline any potential cost savings.

Key functionalities of the software should include automated generation of complete budget books directly from the development process, a modern and intuitive user interface for the budget team and departmental staff, and robust customization capabilities for graphics, charts, and graphs. The system should also be able to auto-generate a comprehensive table of contents.

The initial contract term for this solution will be one year. Vendors should note that all questions related to this procurement must be submitted by December 17, 2025.
