Automated Texting Software Service

The Defense Health Agency Contracting Activity Healthcare Contracting Division, Southeast intends to award a firm-fixed-price sole source requirements contract for an automated texting software service to support participating Military Treatment Facility pharmacies. The service is intended to send automatic text notifications to patients when their prescription is loaded into the IntelliCab Will-Call Solution system. The contractor would be expected to provide all personnel, equipment, tools, materials, supervision, transportation, and related services necessary to perform the requirement.

According to the notice, the acquisition is being conducted on a restricted competition basis because Parata Systems LLC is identified as the only known source capable of providing a service that fully integrates with the proprietary architecture of the IntelliCab Will-Call Solution portfolio. The agency states that using a different system could cause unacceptable delays and create incompatibility with the existing hardware infrastructure used to trigger notifications within military pharmacy workflows.

This notice is not a formal solicitation or request for competitive quotes. However, vendors that believe they can provide the required automated texting service and seamlessly integrate with the IntelliCab Will-Call Solution may submit a capability statement demonstrating their technical ability to meet the requirement. Capability statements are due by 12:00 p.m. Eastern Standard Time on July 13, 2026.

The base requirements contract would support task orders with performance ending on or before July 20, 2031, with a possible extension that could extend task order performance through January 20, 2032. Individual task orders issued under the contract are expected to have periods of performance of one year or less.
