The Commonwealth of Pennsylvania is seeking a qualified vendor to provide an Automated Red-Light Enforcement (ARLE) System for a three-year term. The selected vendor will supply and install digital camera systems at designated intersections to capture red-light violations. These cameras must reliably and accurately record violations while minimizing any invasion of privacy, producing clear, color images that are easily identifiable without the need for enhancement equipment. The systems should operate effectively in all weather conditions and incorporate automated setup, internal calibration checks, and features to photograph the rear of vehicles in violation.
The proposal also requires an integrated information management software solution for end-to-end citation record keeping, tracking each citation from issuance through final disposition. Access to the system should accommodate multiple users without degradation of service, with comprehensive tracking of user access and robust adherence to security protocols, including data encryption and regular security updates to protect sensitive information.
Vendors must also provide support for a public information campaign to raise awareness of the ARLE system within six months of contract implementation. The overall objective is to enhance road safety and compliance with traffic laws through advanced technology and effective public outreach.
