Pennsylvania seeks a vendor for a three-year automated red-light enforcement system with cameras, software, and public awareness support.
(1) Vendor needs to provide Automated Red–Light Enforcement (ARLE) System. – System must be capable of providing accessibility to numerous users without degradation of service. – The ARLE System must reliably, accurately, and fairly capture red light violations while minimizing the invasion of privacy for drivers and passengers. – The information management software system must provide record keeping and tracking functions for all citations from issuance through final disposition. – Provide a digital camera system of sufficient quality to provide clear color images, for installation at each selected location. – Tracking software is required to show when and who accesses the system. – Provide a camera system capable of photographing the rear of vehicles whose drivers commit red light violations. – Describe how your software adheres to standard security protocols, including data encryption and regular security updates that protect sensitive information. – The camera must be capable of operating effectively in all weather conditions including heat, cold, wet and dry. – Provide information in support of an ongoing public information campaign to improve public awareness of the ARLE system within six months of the implementation of the contract. – Images must be clearly discernible and visible to the naked eye, without the use of enhancement equipment to view the photograph of the vehicle in violation. – Camera systems must be fully automated with regard to set‐up, settings and focusing. – Each camera system must be capable of internal calibration checks for accuracy and functionality. (2) All the questions must be submitted no later than January 06, 2026. (3) The contract period will be for three years.
