The U.S. Army is inviting innovative commercial solutions aimed at modernizing its Organic Industrial Base (OIB). Key areas of interest include advanced manufacturing, automation, digital enterprise connectivity, Digital Twin technology, cyber security, and the development of agile and flexible facilities. These efforts, described collectively as Convergent Manufacturing, are intended to enhance the Army's acquisition, sustainment, and logistics activities, facilitating the deployment of advanced capabilities to servicemembers while strengthening the Defense Manufacturing Base.

This solicitation utilizes the Commercial Solutions Opening (CSO) process, allowing for the streamlined and competitive procurement of innovative commercial items, technologies, and services. Both traditional and non-traditional defense contractors are encouraged to submit proposals. Proposals will be evaluated by scientific, technological, or subject matter experts, offering an opportunity for a wide range of industry partners to contribute to the Army’s modernization endeavors.
