DESCRIPTION


The Wilmington Department of Veterans Affairs Medical Center is seeking qualified architect and engineering (A&E) firms to provide professional design services for Project No. 460-23-008, Renovate 5 East, at its facility located at 1601 Kirkwood Highway. This notice is a qualifications-based request for SF 330 submissions under the Brooks Act and FAR Part 36, not a request for proposal or immediate contract award. The anticipated contract type is firm fixed price, subject to the availability of FY26 funding, and the estimated construction magnitude is between $2,000,000 and $5,000,000.

The selected firm will be responsible for all services necessary for project design, including mechanical, electrical, sampling and monitoring, and controls. Design work must comply with applicable VA standards and specifications, as well as relevant codes and directives including NFPA and other referenced agency requirements. Any significant deviations from prescribed standards must be reviewed and approved by the medical center before inclusion in the contract documents.

This opportunity is set aside for 100% Service-Disabled Veteran-Owned Small Business concerns. Interested firms must submit an SF 330 and be registered in SAM and the SBA veteran certification system, with SDVOSB certification in place at the time of submission. After evaluation of qualifications and past performance information, the government may shortlist the most highly qualified firms for interviews, after which the top-ranked firm may be invited to submit a proposal.

Evaluation will focus on professional qualifications and experience of key personnel, as well as firm capacity and management oversight. Firms are expected to demonstrate relevant registrations and credentials, identify key staff and their roles, provide organizational structure, and describe their management approach for delivering the work with in-house staff and subconsultants.
