(1) Vendor needs to provide alert and warning system.– Alert and Warning System (AWS or System) to send alerts and notifications to devices.– The AWS should support access to the Integrated Public Alert and Warning System (IPAWS) and all IPAWS functionality, including but not limited to Wireless Emergency Alerting (WEA), the Emergency Alert System (EAS), and Non–Weather Emergency Messages (NWEM) using the Common Alerting Protocol (CAP).– Implementing a comprehensive AWS is driven by enhancing public safety through effective and timely communication during emergencies and operational needs.– The overarching goals include enhancing public safety and emergency preparedness, fostering interagency collaboration, strengthening community engagement and awareness, leveraging advanced technologies for precision targeting, and promoting operational efficiency and accountability.– The objectives of achieving these goals emphasize deploying a user–centric system, integrating redundancy and resilience, developing scalable notification capabilities, facilitating community customization, and advancing GIS and mapping features.– Outcomes include improved alerting response times, enhanced accessibility and inclusivity, and comprehensive System monitoring and accountability.– The AWS must be able to simultaneously deliver or publish multiple message formats across diverse communication channels, reaching multiple contact devices.• Voice messages to hardline phones, mobile phones, and VoIP devices; • SMS text messages to mobile phones and other compatible devices; • Email messages and electronic changeable message boards.• Video messages to video–enabled wireless devices and emails.(2) All the questions must be submitted no later than January 26, 2026.
