Airport Strategic Business Plan Services

The issuing organization is seeking a vendor to provide strategic business planning services for an airport in Texas. The selected firm will be expected to develop recommendations and planning support focused on revenue enhancement, competitiveness, and governance.

Scope areas include reviewing rates and fee structures, optimizing assets, supporting long-term financial planning, and identifying untapped revenue opportunities. The work also includes strategies for business retention, expansion, and attraction; congestion management; development of based aircraft; growth in itinerant and turbine aircraft operations; technology incorporation; tenant satisfaction; and planning for additional aviation infrastructure, including development of the airport’s west side.

The engagement also covers governance-related improvements such as strengthening regulatory compliance capacity, evaluating employee staffing and training, improving policies and procedures, and identifying operational efficiencies. Questions are due by May 20, 2026, and the anticipated contract term is one year.
