The government authority in Windsor, Connecticut seeks a vendor to conduct a feasibility study focused on the agency’s addressing and sub-addressing framework. The project will assess the current state of address records, identify gaps and inconsistencies, and develop a practical, standards-based strategy for structuring, governing, maintaining, and implementing authoritative address data.

Key components include reviewing existing datasets, records, workflows, and policies related to addressing (including GIS, assessor, planning, permitting, and public safety information), estimating gap and scale, and recommending a logical framework for organization and management of municipal address data. The vendor will also evaluate the compatibility of their recommendations with current municipal systems, advise on governance models, and prepare an implementation roadmap for a potential second phase.

Project goals are to evaluate missing or inconsistent data, the operational impacts of these issues, determine optimal address record structures, and establish standards for representation, data quality, interpretation, and maintenance. Recommendations should support future operational datasets and integration with Master Address Table workflows.
