The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), intends to award a firm fixed price contract for ABAQUS software training. This procurement will be made on a noncompetitive basis to a single vendor, identified as the only known provider capable of fulfilling the government's requirements in accordance with applicable federal regulations.

Interested parties who believe they can provide ABAQUS software training that meets the government's needs are invited to submit a statement of capabilities by December 17, 2025, at 10:00 a.m. EST. Submissions must provide clear and convincing evidence that competition would be beneficial to the government. All interested vendors must be registered in the System for Award Management (SAM). Determination to proceed with a sole source award is at the sole discretion of the government, and any responses will only be used to assess the potential for competitive procurement.

The contract period of performance is not to exceed September 30, 2026. Only electronic submissions will be considered; oral communications are not acceptable.
